The fact that the second card is so loosely restricted, and Force is so universal (and technically hard-castable) makes it playable in any fair blue deck, and so gives a large portion of the format the necessary panic button to discourage super-aggressive combo

Six mana to cast a free spell on upkeep is pretty nice, but when you consider its one mana less than Minds Dilation and can give you most of the same effect, but in red
